It is true that programming language is not important for development, otherwise there was a failed case to build medical systems in Smalltalk.
Language has its own characteristics. PHP provides you easy web programming environment, and R promisses you statistics achievement.
It is nothing to discuss which language is superior than the others, but it is important to argue which language is better case by case
