  First CCHIT Certified EMR's
Interesting Developments Posted by Ignacio H. Valdes, MD, MS on Thursday July 20, 2006 @ 02:58 AM
from the government-intervention dept.
The first CCHIT certified EMR products have arrived with the announcement here. 'On July 18, 2006, the Certification Commission for Healthcare Information Technology (CCHIT) announced the first ambulatory electronic health record (EHR) products to attain CCHIT Certified status. The following CCHIT Certified products have been tested and passed inspection of 100 percent of a comprehensive set of criteria for: Functionality...Interoperability...Security... Despite the triumphant announcement, a close reading of the criteria reveals that many of the criteria are still being defined. This seems like a less than rigorous certification. As well, is certification desirable to begin with? Digg this article

On the one hand, this provides a minimum floor, on the other hand it may establishes a cartel. -- IV

Hi Ignacio -- Since CCHIT is only certifying commerical EHR products, where does that leave FOSS products?

As I understand it, proprietary vs. FOSS doesn't matter as long as you can pony up the certification fee which I have heard is $20,000 but I may be wrong. Perhaps for organizations like OpenEMR/Uversa/MirrorMed universe, WorldVistA and others this wouldn't be that much of an issue. -- IV

Thanks for replying. I asked because, in skimming CCHIT's handbook (http://www.cchit.org/files/Ambulatory%20Domain/Final%20Certification%20Handbook%20-%202006.pdf), I wondered whether most FOSS software qualifies, particularly if the software is substantially customized after installation and/or is not released as a discrete version. You're right regarding the high fee; according to a May 25th article from Health-IT World.com (http://www.health-itworld.com/newsitems/2006/may/05-25-06-tepr), "Certification testing for 2006 costs $28,000, regardless of the size of the vendor seeking approval. Of that, $23,200 goes to the actual testing process and $4,800 is the annual fee to maintain certification. Vendors may use a certification for up to three years as long as they pay the annual maintenance fee, though they may choose to re-test annually to get a current-year certification stamp."

I wonder if VistA would be certified (a priori?)

As the parent mentions, it will be interesting to see how they determine what consititues a different version/fork... and thus another $28,000.

If one was budgeting FOSS application development, $28,000 (a year?) would go a long way to getting FOIA VistA working for other clients instead of certifying a home grown project. It might be a significant amount for some developers.

CCHIT is a marketing tool for the large US EMR vendors to squeeze out FOSS and smaller more nimble EMR companies. With most American doctors not finding it possible to "go EMR", the lack of choice that CCHIT hopes to bring will be a negative thing. Active discussion on CCHIT and how it will slow EMR adoption is being held at EMRupdate. See these forums - http://www.emrupdate.com/forums/42/ShowForum.aspx SAY NO TO CCHIT !

CCHIT doesn't help physicians at all. They are going to tell you an apple is a certified apple because it is round. They are not going to tell you the price, your workflow, it's quality, post sales report and other important information that you need. When a car is out of an assembly, it gets tested once. Would you buy that car just like that, or would you go to Edmunds.com or ask your friends? -Sankar www.cvquest.com
