I was at the second Internacional Congress of Open Source at Sao Paulo, Brazil and there is the same talk.
The document is in portuguese and it says on page 60 about this project.
The project was made at "UNIVERSITY OF SAO PAULO" in a campi near (250Km) of Sao Paulo with the help of the eletrical engineering department.
This university is our best and the greatest of latin america. I am very proud to be a USP student.
