Well, that is exactly the aim of the WINE project. It's already running some Win apps (IIRC, there is a list of working apps on their homepage), but I think it's still far from completion and often looks like a mess. BTW, another very important benefit of the WINE project is that it makes porting applications to Linux a lot easier (and has already been used to port Corel Office, for example).
