Hawaii Company Blue Cliff, Inc. Awarded Two EMR Contracts

The State of Idaho Department of Health and Welfare (IDHW) awarded a contract for the installation and implementation of Blue Cliff’s Open Source VistA (OS VistA) hospital information system at their Orofino, Blackfoot and Boise Idaho locations. The second contract was awarded by Lakeview Healthcare Systems, Inc. (LHS) for the implementation of Blue Cliff’s Vista Electronic Medical Record (Vista-EMR) information system at fourteen of its sites in five states, including the site of its joint venture with Virginia NeuroCare Services, Inc., Lakeview Virginia NeuroCare, L.L.C.. Virginia NeuroCare is a Defense and Veterans Brain Injury Center Core Program in Charlottesville, Virginia serving military and civilians in multiple residential facilities and an outpatient rehabilitation clinic…”

VistAļæ½ is the most widely deployed electronic medical record system supporting both patient-centric clinical charting and enterprise-wide financial and cross-patient data aggregation for planning and quality management. Since 2005, Blue Cliff, located at the Manoa Innovation Center, was involved in the development of the Centers for Medicare and Medicaid VistA-Office EMR program and has developed Blue Cliff’s Vista-EMR program for private clinic use.

IDHW VistA Project Manager, Jake Duplessie stated, “We have been searching for a solution that will meet our needs in four priority areas: Admissions, Discharge and Transfer; Mental Health Treatment Planning; Billing; and Pharmacy. After much searching, we concluded that Blue Cliff’s OS VistA, functionally and economically, provides the optimal solution for our needs – now and in the future.” Blue Cliff is contracted to design, install, and implement OS VistA to contribute to a uniform health information system that will improve the delivery and quality of behavioral health care and support the administrative and fiscal requirements of the facilities. Blue Cliff’s OS VistA will serve both remote and on-site users.

LHS providers skilled in treating and caring for Traumatic Brain Injury (TBI) patients will utilize Blue Cliff’s Vista-EMR to document transdisciplinary clinical, neurobehavioral, rehabilitation care and education services that focus on returning patients to the highest level of function possible. LHS programs provide behavioral and TBI healthcare solutions from acute care specialty hospital to community re-entry programs in Maine, New Hampshire, Rhode Island, Virginia, and Wisconsin.

LHS CEO Christopher Slover stated, “The end objective is to have all of Lakeview’s sites to operate with a single database, permitting a fully integrated healthcare system that will help LHS to track patients from the time they check in until the time they check out and beyond.” The primary datacenter will be located in Austin, Texas.

“These are important awards, acknowledging the flexibility of VistAļæ½ to serve the needs of not only a medical but also neurobehavioral and mental health providers. In addition to meeting clinical charting needs, these installations set separate VistA networks that will meet the unique administrative, fiscal and data back-up requirements for the Idaho healthcare facilities and the Lakeview residences and clinics across the Midwest and East coast.” said Blue Cliff President Arthur Koga.

An assessment of the information technology environment (software, hardware/network infrastructure), workflow, and operational procedures in place within the facilities is already underway. Also, a “learn as you grow” training program is included in the implementation to ensure the users and providers are fully trained in all key areas of the software to benefit from the full power of the VistA system. “We are fortunate at Blue Cliff to have an experienced team that will ensure successful and timely implementation.” added Koga. It is anticipated that both systems will be up and running by December 2007.
